PREAMBLE
WE,
THE MEMBERS OF THE INTERNATIONAL GOODWILL SOCIETY, IN ORDER TO FORM
A BETTER ORGANIZATION AND PROMOTE WORLD PEACE AND UNDERSTANDING
THROUGH ENGLISH BY ESTABLISHING ITS BASIS, DO ORDAIN THIS CHARTER.
CHAPTER
I
GENERAL
PROVISION
Article 1. (Name)
This party shall be called the International Goodwill Society; it
shall be abbreviated as the IGS
Article 2. (Purpose)
The IGS has the following purposes.
1) It shall
contribute to world peace and world culutural development through
worldwide and free communication; it shall help to impart foreign
culture and to understand it.
2) It shall
bring up capable leader by practicing the spirit of cooperation
and the democratic leadership, who will lead the world community
in the future.
3) It shall
be a key to English and a gate to friendship through English discussion
and other activities.
Article 3. (Fundamental
Principle) The IGS shall carry out the article freely without accusing
or safeguarding a specific group of interest.
Article 4. (Place)The
IGS head office shall be in Seoul, Korea.
CHAPTER
II
MEMBERSHIP
Article 5. (Qualification)
A person who has attended the IGS regular meetings four times consecutively,
delivered a five-minute speech and contributed an article can be
a regular member of the IGS provided he or she graduated from high
school.
Article 6. (Affiliation/
Defection)
1) Any person
who is admitted as a regular member of the IGS is supposed to
fill in the admission paper made by the IGS.
2) Presidential
board should, presiding the regular meeting, announce the entrance
of a new regular member and give the new regular member a membership
card with the signature of the President of the IGS.
3) Any regular
member who is given a membership card shall declare his entrance
according to the IGS rules.
Article 7. (Right
and Duties) The IGS members have the following rights and responsibilities:
1) Any IGS
member has the right and duty to take part in club proceedings
and every IGS activity, consequently she or he can suggest any
beneficial activity as a member.
2) Any IGS
member has the duty to observe the IGS Charter as well as club
decisions. Also, she or he is supposed to take part in each meeting
held by the IGS
Article 8. (Membership
Cancellation) The staff meeting can decide the removal of the membership
of a member who falls on the following conditions:
1) If any member
is absent from regular meetings consecutively without any proper
reason or notice.
2) If it is
judged that she or he violated the IGS Charter on purpose
3) If any member
profanes the IGS spirit by doing something wrong against IGS purposes
and principles.
4) If a member's
failure to meet the financial duty is judged of habitual or intentional
practice.
CHAPTER
III
ORGANIZATION
Article 9. (President
and Vice-president) The IGS has one President and one Vice-president.
1) The president
represents the IGS, leads all committees, has the rights described
in the Charter and carried out the generally recognized duties.
2) The Vice-president
assists the President, acts as a proxy for the President in case
of his absence, and executes articles subscribed in the IGS Charter
and generally recognized Vice-presidency.
3) The President
and Vice-president shall serve for six months and each can be
replaced for another service only.
4) When there
is a vacancy on either presidency or vice-presidency and when
the remaining term is more than two months, an election shall
be held without delay to elect successor(s); the elected President
and/or Vice-president will serve for the remaining term.
5) When the
President or Vice-president is unable to serve, the Editor-in-chief,
the Planning Chief, the Membership Chief shall act as a proxy
according to the order mentioned.
Article 10. (Committee)
The IGS holds three committees to carry out its purposes effectively;
they are the Membership, the Planning, and the Publication Committees.
Article 11. (Membership
Committee)
1) The committee
consists of one membership Chief and assistants.
2) The Membership
Chief promotes the creativity of the IGS members with the spirit
of participation in the IGS ACTIVITIES.
Article 12. (Publication
Committee)
1) The committee
consists of one Editor-in-chief, one Editor and Reporters.
2) The Editor-in-chief
edits, distributes, collects and publishes the IGS weekly as well
as the other printing matters.
3) The Editor-in-chief
leads the Publication Committee and manage all affairs related
to publication.
4) The Editor
manages the printing of papers and performs other subject matters.
5) Reporters
collect necessary data and write articles. Also, they interview
regular members, outside people and carry them on the paper.
Article 13. (Special
Committee) When special Committee is necessary for the execution
of a special event in the IGS, the President can organize the committee
and appoint its chairman.
CHAPTER
IV
MEETING
Article 14. (Regular
Meeting)
1) The IGS
holds one regular meeting a week.
2) During the
procedure of a regular meeting, all the IGS members are to speak
in English.
3) The topic
for discussion is decided in the regular meeting two weeks before.
Article 15 (Staff
Meeting)
1) The IGS
holds the staff meeting to carry out the items decided, to make
plans and to consult important activities.
2) The staff
Meeting called by the President once a week is also presided by
the President.
3) The President,
the Vice-president and the members of each committee take part
in the Staff Meeting.
4) What should
be consulted in the staff Meeting are as follows:
1. Regular
Meeting-scripting, meeting schedules
2. Qualification
inspection of new members
3. Non-confidence
on the President or Vice-president
5) The President
can get advice or help from regular members through inviting them
to the Staff Meeting.
Article 16. (Committee)
The chairman of each committee calls its meeting, investigates and
evaluates its activities, makes its blueprints and assigns the task.
Article 17. (Special
Meeting) When necessary, the President calls a Special Meeting and
discusses the general details about committee's activities.
CHAPTER
V
ELECTION
Article 18. The
President is elected both in March and in September every year by
the vote direct, equal, popular and secret, in which more than twenty
regular members should participate.
Article 19. Any
regular member, provided that she or he has attended IGS regular
meetings more than six months can stand as a candidate for the Presidency.
Also, he/she should be recommended by more than five regular members.
Article 20. (Election
Management Committee)
1) The Election
Management Committee is composed of the former Presidents, former
Vice-presidents, and former Chiefs of every committee; one of
the EMC members shall become the EMC Chief by the approval of
EMC members.
2) The Election
Management Committee shall announce the organization of the committee
and the election date at a regular meeting at least two weeks
prior to the election. Also, the committee should make the list
of voters on the election day and announce it.
Article 21. One
who gets the majority shall be elected as President or Vice-president:
however, when he/she does not poll half of the total votes,
or when more than two members have the same top votes, the second
vote shall be taken at once.
Article 22. The
newly-elected-President shall inaugurate within two weeks after
the election, when he/she shall make an address on his/her blueprints
for his/her term.
CHAPTER
VI
FINANCE
Article 23 (Financing)
1) The IGS
funds shall be raised through;
2) Regular
fee is 2,000 won a week; when a special fund raising is needed,
staff shall be put in charge of it.
Article 24. (Budget)
The President shall make the budget within two weeks after his/her
inauguration, and the staff members shall inspect it, after that,
the President shall make it public in a regular meeting and let
it be approved.
Article 25. (Settlement
of Accounts)
1)The President
shall report the details of funds in the final regular meeting
of each month; he/she also makes it known to all members through
the IGS weekly.
2) The President
shall explain the settlement in a regular meeting two weeks before
his/her term expires, and he/she lets the settlement be approved
by all the regular members.
3) When a misappropriation
of shortage of funds is discovered, the President shall be responsible
for compensation.
CHAPTER
VII
CHARTER
REVISION
Article 26. (Proposal
for Revision) The suggestion for the revision of the IGS Charter
can be made by presenting a paper signed by more than seven members
at the staff meeting.
Article 27. (Announcement
of Revised Bill)
1) The revised
bill is approved at a regular meeting within two weeks after its
announcement.
2) When it
gets more than two thirds of the total votes of the regular members
present, it will be approved.
Article 28. (Declaration)
When the revision is approved, the President shall announce it without
delay.
BYLAW
1) (Effect of
the IGS Charter) The IGS Charter holds good from the time it is
declared.
2) (Charter Constitution)
The IGS is made up of Preamble, 7 Chapters, 28 Articles and 3 Bylaws.
3) (Source and
Interpretation of the Charter)
1. All acts
regulated in the Charter shall be based on custom law.
2. When there
is a difference in the interpretation of the Charter, a Special
Committee shall handle the matter.
